RLI stands for Rotary Leadership Institute
However it is for Rotarians old (in Rotary) and new to Rotary.
Past attendees almost unanimously say that they wished that they had done this course much earlier in their Rotary Membership

I want to encourage you to sign up for the Rotary Leadership Institute in this new year as it is a terrific learning and development opportunity for Rotarians of all experience levels.
The RLI course is run over two days, power-packed with information, learning, and skills participants can use in their Rotary life straight away. And it is great value at only $75 including all materials, coffee breaks and lunch.
